I can add a page via +add another page on menu bar.
But the other product admins can't see that button under the page name bar.
What's the difference?

Thanks for reaching out to Atlassian Community!
Previously, Product Admins had the ability to add new pages. However, due to recent role changes, this permission has been updated. Now, only Billing Admins have the authority to create new pages. This is why you're able to add a page, but other Product Admins cannot see the "+ Add another page" option.
