In the JIRA instance that I am usingt, I am unable to find or add Issue Type Epic

As per my understanding, a JIRA admin should be able to configure Issue Type field to add/delete specific Issues like "Epic Story" or "User Story". However, I cannot do that because - 

in the tools bar, I cannot see an entry for "Issues"

We are using a JIRA project of Type "Business".

Kindly advise.

You have to be a Jira system admin, not a project admin. Reach out to your admin team and request they add the issue types you want.
