I have filled Attlassian account (email and Full name are filled correctly):
But my Full name looks like email in Jira
How I can to force update it?

If you have changed the name, logged out of JIRA, logged out of the Atlassian account and back in you will need to contact the Cloud team. There were some changes on the backend that affected some instances when the change to id.atlassian.com happened so there are some lingering affects.
Hopefully logging out and back in will help but if not please reach out to the Cloud team and they'll be able to assist.
