Email Issue reporters can't attach attachments to Jira Tasks.

Reporter (imrs_email_bug_reporter) does not have permission to create attachments in project IMRS. Following attachments found in the email have been discarded:

As far as I can tell, the user imrs_email_bug_reporter has the create attachment permission in the IMRS project. See screenshot.
