Atlassian Access pricing for Government/Education

Hi, 

I was told by a few team members that went to the Atlassian Summit that the use of Atlassian Access is free for government or education industries. I'm verifying if this is true and if so what would be the process to get Atlassian Access.

I also attended Summit, and took part in a conversation with Atlassian employees about special (free?) education pricing at the Access booth.
