We are currently looking at using OpsGenie for our On Call scheduling, but would like to know if it has the ability to send out notifications of who is on call to our clients in JIRA?

You can notify users who is on call by their preferred way. As for stakeholders they can simply go to the “Who’s on Call” tab and you will be able to see who is on call per team and they preferred way of being notified. Opsgenie also has an app which can notify users when they are on call and when their in call schedule ends. Finally, you can export the on-call calendar to Confluence and add it to your teams page.
