I run a service that sends an email on a daily basis. Sometimes the service doesn't run, and no email is sent - most of the time this is due to network issues on the server. Can this lack of an email trigger an alert?

Sounds like what you need is a Heartbeat: https://docs.opsgenie.com/docs/heartbeat-monitoring
Heartbeats are a feature unique to Opsgenie that help monitor the connectivity between Opsgenie and your other systems.
You could have your service trigger an email to the Heartbeat (along with the daily email), and if it's not received by Opsgenie, an alert will be created.
The alert will also resolve itself if the Heartbeat is received after the fact too.
