I have an event that requires someone on call but it only occurs on Wednesdays every 3 weeks for 3 different people. When I set the rotation type to 3 weeks, it populates weekly on Wednesday, and has the users set for 3 weeks in a row on Wednesdays. Is it possible to create an event that only occurs every 3 weeks?
My settings are:
3 on call users selected
rotation type: custom 3 weeks
restrict to time intervals turned on - set to Wednesday from 3pm to 11 pm.
Date to start: August 14th

I would recommend using the No-One participant type to design you rotation. No-One which is the specific participant type. If a rotation has No-One participant, nobody is on-call for the time ranges that the no-one participant is configured to be on-call.
So you would add your users as shown in the image below then set the schedule to be weekly, this way week 1, user 1 is on call then no-one is on call for the next two weeks then User 2 is on call, then no-one for the next two weeks then user 3.
I recommend also using the time interval restriction so the schedule only applies to Wednesdays
