I'd like to group relevant alerts for a service. That way I can go to a single page and see all relevant alerts. Specifically, I'd like to group all alerts related to the Fees service.
At first I thought that I could create a service called Fees and somehow that would help, so I did...
I added the tag Fees to this service hoping it would track all alerts which I manually tagged but it doesn't. So not clear on that.
The other side of this is that I'd like to automatically tag alerts. I think I should be able to do this using an alert policy but it isn't at all clear how to do this:

Firstly, to clarify, what you are trying to achieve vs what the 'Service' functionality in Opsgenie is intended for are very different.
Services are areas for Incident Response functions. By defining these services in Opsgenie, you can quickly communicate with all parties when a service is impacted by an incident. You can learn more about Service here: https://support.atlassian.com/opsgenie/docs/what-are-services-in-opsgenie/
As for grouping alerts, yes adding tags to them would be the way to go! You can then query those alerts by defining that tag in the Alerts filter:
To add the tags to your alerts, you are absolutely correct there as well, you may use Alert Policies. I see you have configured it almost correctly in your screenshot but here is what it should look like properly configured:
