I am looking to integrate Jira incident queues with opsgenie so that the on call engineers are notified any Priority 1 incident when created to avoid chances of ignoring , the on call engineers can be notifed via an email or a teams chat?

Yes, you can integrate your Opsgenie instance with your Jira instance by following the steps in this help document.
Once this integration is configured and enabled, you can generate an Opsgenie alert for each of your Jira Incidents and have the Opsgenie alert notify the on-call responders.
