Trying to find user that commented but did not log time on ticket via Tempo

I am trying to find a user who has commented on tickets, but did not log time in the ticket using Tempo for Jira. I have tried the following query:

project = x AND worklogAuthor != USERNAME AND issueFunction in commented("by USERNAME")

However this query produces tickets that have a comment but also still have time logged by the user.

Am I missing something here?
