We currently do not have the functionality to disable the "toggle all items" option.
However, we would like to know more about why you would want to disable this option.

I have the same query as Rita. The point of the Checklist is to ask specific questions to a person before they transition an issue. We want the person to consider and answer each question individually. However, we find that people are just using the Toggle All items option to bypass this. It is too convenient to use this option to effectively skip the Checklist. It would be nice to be able to disable it, so as to force users to address each Checklist question individually.

Do you mean you want to remove all permissions? If that is your goal apply a permission scheme to the project that doesn't allow anyone to do anything.

No, there is a toggle all items option that allows the user to checkoff all the items at once. I would like to disable that option.
