permission to create a project

I must allow my collaborator to create a new project on jira, but I will not give him permission to administrator (all) jira. can I assign a specific profile in some way to allow a user to create projects without being allowed instead to modify users or configurations jira?

Take a look at our addon it allows for project creation by non-admins.

thanks for the tip. a question. I have a setup jira server with 2000 users. But the people who have to create projects are only 10. I have to buy a license for 10 users or license for 2000 users?

You always need the same license for a plugin as your Jira license is (in that case 2000 users).

thanks Udo, thanks for your answer, unfortunately for 2000 jira users, the license of your plugin could become very expensive and my manager will not approve the purchase. up to $ 100-200 because I could ask for and obtain the purchase.

I'm afraid you can't, you must be administrator in order to create a project.
