Need a tool for scheduling from a resource / service manager stand point 

Have a team of 80 people and need to populate a schedule that randomizes peoples shift based on skills and qualifications on a weekly/monthly basis 

Need to create work schedules by shifts and locations

Would like the option to send SMS messages based on critical incidents or changes. 

Would like to use some of JIRA templates if possible.
