I have setup a mail handler and not chekced the option to create the user if they dont hold the JIRA account. Under such cases emails are sitting in the inbox however if there a way we can reply to them that with a cutomsied message "they are not authorize to create ticket" so that they are aware that the ticket is not yet created.

This widget could not be displayed.

The default mail handler does not have that feature. I am guessing JEMH can do that. Check out https://marketplace.atlassian.com/plugins/com.javahollic.jira.jemh-ui
