I have setup a mail handler and not chekced the option to create the user if they dont hold the JIRA account. Under such cases emails are sitting in the inbox however if there a way we can reply to them that with a cutomsied message "they are not authorize to create ticket" so that they are aware that the ticket is not yet created.
