I'm trying to setup permission scheme for a project and I would like to limite the 'Add comment' to only the Voters and Watchers.
How to do that since I can't find out the voters and watchers within the diferent choice I get when wanted to add someone or group ?
Jira version used is 3.11.

Renjith is correct - it's not supported. Voters and Watchers are not roles/flags that are available in permission schemes.
Ivar's solution is theclosest you can get, but it still means that everyone who *could* comment, not just voters/watchers.
Your version doesn't matter by the way, it's the same for 3.x and 4.x.

Jira version 3.11? Any chance of upgrading the system? I believe you might get what you need by creating a group that can browse a project and only have the add comment permission, and at the same time remove permissions for everyone else. Haven't tested, but might be possible. But I'm on 4.3.4, so if you cannot upgrade then I guess there is not much help in this.
