I created a new scrum project. when I create an issue in that project I see this error: "issue has been created but is not currently visible."

but I still have this problem.

Do you see your issues on the board?
Have you checked your board filter Board->Configure->Filters?
Also, have you checked your permission scheme?

I've checked permission scheme, I'm using that scheme for another project too, any it works well.
What should I check in Filters?
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
Can you see your issue on the board?
You should check your filters if you can't see your issue on the board.
Filters should match your project and issues within it.
Also, you should refer to what @Ollie GuanGuan said for and check your columns for unmapped status because if the issue is in status and that status is unmapped on board issue won't show.

you can create column BACKLOG.
