Not sure if this is exactly what you are after but if you archive the released versions from the project admin, they don't display in the fix version dropdown.
It seems to be a bit against what that field is meant for. Affects version is actually meant to mark issues for releases that have actually happened (released versions). May be if you are having too many versions to handle, you could archive those versions which are not in active use. This could trim your version list.

the "fix version" is what i really want to display only unreleased versions,rather than the field "affect version"

Doubtful. But the fixversion always shows the Unreleased ones on the top anyway, right?
