how to internationalize an email template content

I would like  to send email notification of issues in different languages, I have french version already.

You can follow the https://confluence.atlassian.com/display/JIRA/Customizing+Email+Content documentation to make changes to the templates, but to make it use specific language based on users will require code changes in JIRA to add some logic behind this.
