Yes, you can write one of these.

Could you provide if you have any script for that, My scenario is like, Need to validate all the linked issues should be closed, and also it should ignore the EPIC links which are associated with the project.

I've got some which do similar things, but they're of little use to you, and as you're going to want to understand the scripting in order to improve, change and maintain it, you need to learn it for yourself. I'd suggest you start with the examples and instructions in the dcoumentation.
