fresh install: invalid column name 'scheme'

I performed a fresh install of JIRA 6.4.2 (64-bit) and after going through the wizard and restarting the server, I'm getting the error below.  Any ideas?

I was using the database setup instructions here that name a different collation:

Is that out of date?  Also thanks for the link I tried searching and didn't find that.
