cloning and editing the ticket in Jira customer portal?

As a user i want to be able clone one of my existing ticket regardless of its status.

 

For example:

Requesting a access to 10 ppl in my team.

So i create a SAR for first user and for the rest if the team i clone the first SAR and  just update the user name in the ticket.

How can I achieve this?

Unfortunately that is not easily possible. There is a suggestion request for that

I think you should watch and vote for it and when you have access to Jira maybe try a workaround from the last comment.
