can i have 1 board 1 product backlog and in the end we need to pull two different velocity reports.

That is not possible in out-of-the-box Jira. A board has 1 single velocity chart. The underlying reasoning is that a board is the place to manage work for a single team (and that team can work on one or multiple projects, as the board filter allows you to pull in work across different projects).

The need for multiple velocity charts suggests that you have multiple teams working on a single project. The way to address that, would be to add 2 boards to your single project. You can leverage the same board filter capability to pull in the work for each team in separate boards. All you need to do, is decide on a way to assign the work in your project to the right team (and use that decision to build your board filters).

This will work best in a company managed project, as that allows you to set up multiple boards connected to your project.
