Why is the user not redirected to the login page in order to be able to view a filter?
We have the case that users receive a link to a filter, but are unable to view the filter just because they are not logged in to JIRA. But they don't see the real reason behind the displayed error message, which only refers to a missing field or permission. The error message is misleading.
This is by design within JIRA. I would recommend that you vote on the open suggestion over at https://jira.atlassian.com/browse/JRA-34268 in order to improve this within JIRA. I agree that the wording can be misleading, but this is the current behavior within JIRA.
