Why is the Project Manager of a Project not receiving email updates for a Jira ticket that was moved from Project A to Project B?

A Jira ticket (Bug) was created in Project A and then later moved/edited to be in Project B. The PM of Project B did not receive an email notification that the ticket was updated (or any changes to the ticket post the change to Project B).

The PM of Project B is *not* the PM for Project A.
