What could possibly cause my only option for Issue Type to be Task?

I am inheriting a Jira database from a predecessor.  He had set up one of our projects as a Business Project.  It is a software project so I changed the type of project with no problems.  When inserting new issues to the database I could not select any types of issues besides Task.  I have a Bug to file and am somewhat hampered by this.

Hello,

You need to access project-config and menu issuetypes.

There, you can configure the issue types you want.
