What IDP (ADFS) can be used for the on-premise data center Jira ? Azure cloud or on premise AD or any other AD ?

ADFS is an IDP.

You can connect your Jira DC to ADFS via SAML for SSO using either the built-in app for the most basic experience or one of the many SAML apps on the Atlassian Marketplace if you need something more advanced. In the case of ADFS, as it is just an interface to your on-premise AD, you can connect to your AD via LDAP protocol in the backend of Jira for user provisioning.

You can also connect to Azure/EntraID via SAML for SSO using the same apps. User provisioning will have to be either on-demand, or through one of the apps that does AD sync/SCIM provisioning.

You can use any of them.  You have Three options.  You can setup any of those using LDAP -https://confluence.atlassian.com/adminjiraserver/connecting-to-an-ldap-directory-938847052.html , purchase and app that allows you to connect via SAML or you can purchase crowd and set it up that way.
