Weird Double Top Bar UI Glitch

Hello! I'm on a free Jira Cloud product with rather minimal changes. Every single project in my Jira cloud product has a double bar on top. Nothing really works except for the Jira banner. I don't have any apps or any customization that should cause this issue. Any tips or ideas?

Oh, I should add that this issue is seen by every person, each with different devices. It appears to be specific to our project, as I can make my own individual project on my own site with no issue.

That is odd, not something I have seen.  None of the menus down the left side do anything? 

Have any projects been created on this site yet?

The menus on the left bar work, luckily! Just not the invasive second top bar.

There is a project. I also created a brand new, unedited second project...oh...maybe an hour or two ago? Just to test and confirm that the issue was present there as well (which it was, the same UI was there as well).

Oh, it appears to have disappeared! My teammates and I are no longer seeing the ghost menu. It's resolved. :)
