I need a team member to get notified of all task creation and updates for a project. How do I do this as the project level?
Take a look at the Jira notifications in your instance. There are already Issue Created and Issue Updated events in the notification schemes. Just add either a user or better a project role for those events in the notification scheme (Need Jira Admin rights). Later add/remove people from that role (can be done by project admin) who are supposed to receive emails.

Add a step in the workflow to generate a notification to that user would be my first go to.
