Use Case: Want to hide the resolve issue transition unless the ticket/alert is assigned to the logged in user(jira-user).
Note: The Assignee is some other use(jira-administrator)
Can we create such restrictions?

Yes you can using workflow conditions - to do this you'll to be a Jira Admin and then:
This will ensure that only the assignee can enable the transition.
