Using OAuth without application links on any JIRA account

We have a 3rd party application at https://cleara.net and currently it uses COOKIE session tokens to authenticate JIRA users to use the API. 

I would love to switch this over to using OAuth. 

Right now with everything I have read online and in the Atlassian docs I can only get OAuth working with those JIRA accounts that have manually added an Application Link. 

Is there any way I can get my consumer (https://cleara.net) to authenticate to any JIRA account via OAuth without the client doing anything extra to their account?
