You can leverage Jira for your use case by creating a Jira Service Management project with Facilities Service management which is the closest template. You can always create a service project starting from scratch.
Vessel operations and cargo handling can be created as request types where you can also include forms which can be filled out by your employees or managers.
As for the manpower, gear deployment,loading, unloading is the best to use the dashboards where you can use the gadgets where you can even visually represent this information by leveraging the pie chart and also the workload pie chart so you can track your manpower specifically.

As for managing the teams, I would suggest to use the Teams feature where you can really create your teams and specify them in your service management project.
As for the reports, there are some reports in service management project, but they are more focused on customer service teams. I would suggest that here you create your own reports.
For having the timeline, this is something that also could be handled by service management project as it supports the Calendar view not really the timeline. The timeline is in the software project. For this I would suggest on looking on the integrations of service projects with the timeline.
