User having intermittent problem viewing issues

I have a user who is having intermittent problems seeing issues.  When I log in as him, everything looks normal -- I can access his projects, click on an issue and see the details.  When he does the same thing on his laptop, he gets the message that he doesn't have access to this issue.  It was working fine yesterday and for brief periods today and then happened again.  Any ideas on what might be causing this?  Thanks!
