User Permissions in Jira

I want to have users in Jira that are more stakeholders than users. Can I give them permissions that will hide the team's hours and work logged? 

I want a user to not see the estimated time for an issue and the amount of time logged to it. Is that possible?

Yes and no, default Jira does not have field level permissions, so you would have to get an app from the Marketplace that allow you to set permissions on fields.
