When attempting to run the bin\start-jira.bat everything works except for the CATALINA_HOME Environment variable not defined correctly. Since I am taking over from the person that initially installed Jira, I am unsure of what needs to be defined and where it needs to be defined,

What you mean by "everything works"? Is Jira starting correctly? Do you have JIRA_HOME set?

If you did not install this instance of Jira I suggest to read this documentation and verify if all is correctly set
