I am unable to add or Invite users to get them added to a JIRA ticket, which are for SLA support in JIRA at the following link:

Do users need to have additional access?

What do you mean by "add or invite users to get them added to a Jira ticket". Do you want them to collaborate with you on a ticket? Are they not Jira users yet?

SLA support is typically a feature of Jira Service Management, but the link you share is a direct link to Jira (Software). I'll share a couple of general tips below, but you might need to provide more details to let us better help you.

To access an issue / ticket in Jira, users must have a product license to Jira (they need product access). After that, they also need access to the project your issue is in. And if you then want to assign an issue to them in that project, they will even need the assignable user permission.

Usually, those project permissions are granted via a project role (such as administrator, developer, user, ...) in the project's permission scheme. To bring people with a Jira license into your project, they are usually assigned the appropriate permissions by assiging them to an appropriate role in Project Settings > People.
