This was due to an incident we had faced when users were unable to add comments to the issue or the comment tab was not visible
this has been fixed now and you should be able to add comments like below

The project permissions don't support setting permissions per issue type so it is unlike to be specific to the project permissions.
Does this affect more than one project?
Have you reviewed the Workflow associated with the Bug issue type? It is possible to use Workflow Properties to restrict certain permissions based on the status of the issues that use the particular workflow. Refer to this for more information about workflow properties:
