Does anyone know if and how JIRA can be setup to provide external customers with secure access to JIRA, so that they could submit tickets/issues via the tool?

What do you mean by external customers? Users who do not have Jira licenses and that is why can not log in to Jira, but they need to create issues in Jira?

Yes. As an example, we need to provide post-implementation support to our customer after we have implemented a software solution for them. The customers are external users who don't have JIRA licenses and don't use JIRA in their organization.
