The "Jira Administrator" link on the Greenhopper Project Configuration page fails

http://<server name="">/secure/Administrators.jspa link shown as Jira Administrator fails when clicked on.

Click on Agile link at the top of the page

Click on Tools on the right hand side of the page then choose Configuration

Click on Jira Administrator at the bottom of the page

Brings up URL http://<server name="">/secure/Administrators.jspa which fails with the following error:
