Confluence and Jira were unavailable twice in the past 2 weeks.
Both times on a Thursday, around 10:00, for about 20 minutes.
We can log into and transfer files to and from the server without any problems.
Error message: Service Temporarily Unavailable. The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

Assuming the messages are not a result of us coordinating maintenance with you, I strongly suggest you open a support ticket with us at https://support.atlassian.com . In doing so, a support engineer can look into this in more detail.
Please indicate your timezone and whether this pertains to OnDemand or Standalone version.

Standalone version.
Eastern time zone.
I will try the suggestion given to me by your technical support, and double the amount of memoroy allocated from 512 MB to 1024 MB.
We will also update Java to the latest version.
Finally, we are considering buying a new X86 based server, since we are currently running Confluence on SPARC hardware.
