Currently, the version of JIRA software used by the company is JIRA software 7.2.7.
Last week, a windows upgrade was performed on the local machine, upgrading from windows server 2012 to windows server 2022 (2012 > 2016 > 2022). During the upgrade processs, JIRA could be started normally. After the final upgrade to 2022 and activation, a reindex was performed once. After the reindex, the service seemed normal, but when officially launched, the speed of mail delivery slowed down, and the number of emails waiting in the Mail Queue kept increasing (up to 3xxx).
Currently, it has been confirmed that there are no issue with the firewall, SMTP, etc. However, the average fixed mail sending time is still 9 seconds per email. I would like to ask if there is anything else that can be checked.

Did you try to send a test email from the admin console under mail to yourself? Curious to see how long it will take before you get it.
Is Garbage Collector(GC) working good? Can you try to force GC by clicking on the link from the admin console as well
