We have a situation where we integrated JIRA to Crowd. Currently out of the box, Project Admins add the users to the projects directly although we want to steer them to user group management via Crowd. Is there a way (dirty trick) to restrict the Administrators from being able to add users?

You can't stop them adding people to roles without hacking the code.
You can make it redundant though - make all your permission schemes and workflows dependent on groups rather than roles, and then it's just a bit of education for project leads that "roles do nothing".
Of course, your Crowd/user admins are going to come to hate you for making them have to maintain all the user and group access, but that's up to you to manage.
There may be a plugin. If not, you'd have to modify source code.
