Is there any possibility to restrict project administrators so they are not able to Add or Remove people from "Project Settings/Users and roles" but still be able to do other parts thats visible inside Project Settings, such as Automations for example?
With our without plugins.
I want our system administrators to be able to modify Users and roles but i dont want "project administrators" to be able to add or remove people themself to their project.

As @Tomislav Tobijas _Koios_ mentions there are no options for this and this would also contradict the values the Jira has been built upon.
Project admins have the right and power who can contribute on their project.
The option in to either not grant them project permission or grant them all.
I think trust and openness should be in place in an organisation so that project admins are aware some users and/ro groups should be retained on a project.
If they keep removing, "your admin group" adjust the permission scheme on the project and revoke to provoke their project permissions y setting only an admin group to this permission.
Discuss this first in your organisation with your CTO and/or CSO.

Natively, there's no way to disable "People" page for project administrators. You might want to check out the following suggestion(s) on JAC: project = JRACLOUD AND component = "Permissions - Configuring People, Roles and Permissions" AND statusCategory != Done (although, this one which will open is for cloud).
As for addons, I've never seen anything like that (although I don't think we ever had this kind of request). Hopefully, others might have some additional insights on this topic.
