Reporting on Administrative Actions?

Hi,

I was wondering if it was possible to get a report of all the administrative actions that are performed within our instance of Jira, and who performed the actions? By this I mean actions such as creating new users, editing user properties, adding/removing a group to a projects permission scheme and so on.

Would the above be possible out of the box with Jira 3.11, or can someone perhaps recommend a plugin?

http://www.plugenta.com/jiraauditor/ does all of that, and a lot more. Very neat, and useful plugin.

You might be interested in enabling the user access logging http://confluence.atlassian.com/display/JIRA/User+access+logging, and parse the logfile to generate the statistics.
