REST API Token JIRA

Hello-

I see that FishEye/Crucible has a REST API Token generator in the Admin section which is very helpful, however, I don't see an equivalent in JIRA. Is there a token generator we can use in JIRA so that the REST APIs can use for user auth rather than the user having to perform the OAUTH initial set up?
