Query issues where status is open but work logged (Tempo Timesheets)

Hello! 

Often our users forget to set the right status for an issue but already log work (using Tempo Timesheets Work Log).

How can I create a filter for issues that are open and already have logged work? My idea is creating a subscription to notify this users.

The JQL query is "timespent > 0".
