Project Efficiency Enhancement in JIRA

Dear Community,

I have a unique case on my hands where I need your thoughts/suport.

I am currently working on a project where there is always a specific subtask which is causing some inefficiency in our process.

To be brief, we always have a round of code review by a colleague outside of our office who is the primary responsible for approving codes developed. There is a round of review done internally (approval 1) and then goes to the second approver who usually does the following: 1. comment and drop task 2. hold the task for too long on himself.

The tricky part is that when he drops the task we do not recognize immediately and our main stakeholder is solely relying (and takes very serious notice of) the jira management dashboard, specifically these tasks where a code review could be open and due.

My question is: Do you have any recommendations on an administrative level (workflow customization, notifications etc.) which could enhance the handling of this?
