Pop up notification on issue creation

Is it possible to show a dialog massage on specific issue type creation? I would like to warn a user before the issue is created.

Or show a description in a read only field on the new issue screen,

Or any other way to warn user before issue creation?

Have a look at the Message Custom Fields on JIRA toolkit. We have used it effectively in the past to warn users.
