Permissions : how to have a restricted administrator just to create/modify users

Hello,

In jira, as far as i understand, there are two kinds of administrators ( Jira system and Jira admin)

But, in my case, i will need a special user who has the right to add/modify users but not all others administrators rights ( like access to workflow.....)

Unfortunately this is not yet possible, however there's a feature request for it that you can track here: https://jira.atlassian.com/browse/JRA-1688

I suggest you to vote on it and add it to your watchlist to get notified once it is implemented in a future release.
