People do not have access to a backlog despite the fact that it is in a list which has the rights

Hello, I have an issue : 

To manage the access rights of a backlog A, we use the distribution lists (those accessible in Outlook). We've been using this for a while now.


The list works but sometimes, some individuals on the list do not have access unlike the members of the list : Mr. X and Mrs. Y are both on the "FCT IS-IT" list which allows “project team” rights in the backlog. They both have active JIRA licenses.
However, only X has access to the backlog, not Y.

It's not a JIRA license issue, nor a legal issue, nor the fact that it's a list of lists (we cut it out).
Do you know why it doesn't work for some people while all settings are fine for others?

What would happen if you add people (that do not have access) individual (without using this group? Would they have access to the backlog this way?

Yes if I enter them individually manually it works.

But the goal would be to no longer have to manage them in this way.
And it's especially the fact that it works for the vast majority with a few exceptions that bothers me
